Experienced Leadership
The Board of Directors and management team of PHS is drawn from the nation's most experienced leaders in physician organization management. The PHS management team includes:

Marvin V.H. Kanter, MD, Co-founder and Chief Executive Officer, has a long background in physician organization management and managed care innovations. After 25 years as a practicing pediatrician and Medical Director of Community Medical Group of the West Valley, Dr. Kanter managed the growth and merger of several leading physician organizations. Successively, he became CEO and Chairman of the Board of Community Medical Group, President and CEO of CHS Management, and Regional Medical Director of the MedPartners-Los Angeles IPA Network. Dr. Kanter received his MD from the University of Illinois Medical School and is active on many medical and academic boards in the Los Angeles area.

Joan Rose, MPH, Co-founder, Executive Vice President and Chief Operating Officer, was formerly Regional Vice President for MedPartners-Los Angeles IPA Network, where she integrated 22 separate organizations into an IPA regional network, developed turn-around plans for unprofitable IPAs and introduced sound management strategies. Earlier she spent 14 years as Administrator of the rapidly growing Community Medical Group of the West Valley and one year as Executive Vice President and COO of CHS Management. Ms. Rose earned her B.A. and Masters of Public Health degrees at the University of California, Los Angeles and has served as preceptor at the USC Graduate School of Health Care.

Leslie Collins, Chief Financial Officer

Bernard Siegel, MD, Executive Vice President and Medical Director, also serves as Executive Vice President-Medical Affiliates, Medical Director, and Chairman of the Board of Directors for Community Medical Group, Calabasas, California. He began his association with the group in 1979, playing a major role in contract negotiations and in the sale of the medical group to a national firm and its later repurchase. Dr. Siegel was also in private practice with Pediatrics Affiliates Medical Group for 30 years and served as a member of the Executive Committee at West Hills Regional Medical for 10 years. He received his MD from the University of Illinois.

Linda Ann Jedrasiak, Director of Operations, is highly experienced in the management of healthcare organizations. She was most recently Regional Director of IPA Operations for MedPartners, responsible for management and network administration as well as day-to-day operations of two IPAs with 57,000 total enrollees. Earlier Ms. Jedrasiak held positions as Regional Manager for CHS Management and Regional Manager for Community Medical Group of the West Valley. She attended the University of Arizona where she majored in public health administration, and is currently a member of the American Medical Group Association (AMGA) and the National IPA Coalition (NIPAC).
